国有大型炼化企业安全文化体系构建与实施实践

摘要(Abstract):

针对国有大型炼化企业如何发挥好安全文化在安全管理中潜移默化引导、行为习惯养成、本质安全提升的作用,研究探讨了构建与实施安全文化体系的要素和程序以及如何宣贯和践行安全文化,用安全行为培育安全文化,以安全文化引领安全行为,做到"人人讲安全、人人懂安全、人人抓安全、人人能安全",为做强做优做大国有大型炼化企业、实现国有资产保值增值、提高国有经济竞争力提供强力的安全支撑。
This research discussed the construction and practice of the elements and the procedures of the safety culture system to help the safety culture play an effective role of forming safety behavior habit and improving intrinsic safety. The methods to publicize,implement and practice the safety culture were also studied. The safety behavior was used to cultivate the safety culture and the safety culture was used to lead the safety behavior so as to provide strong safety support for strengthening and optimizing large stateowned refining and chemical enterprises. The value of state-owned assets could be maintained and increased and the competitiveness of state-owned economy could be improved.
